Resigning soon. Should I ask teammates for LinkedIn recommendations before or after I leave? Seems awkward to ask for them while we are still teammates, knowing I am going elsewhere. And not sure if they will care to give one if I am moving on to something else. I would think someone may want to do it if it was a layoff.

I personally think they matter when they come from previous direct managers. Peers giving recommendations are basically friends without much weight.
Also if they gave you a recommendation on LinkedIn they might be willing to participate in a structured recommendation, something that will be useful in the screening process.
I sometimes used these in earlier stages of the process i.e. "here is my CV, you can see some of my references on LinkedIn", without them even asking (since takes no effort).
