I have a hard time asking hard questions over the phone since (1) it's harder for me to assess the candidate when they're only answering verbally (without whiteboard) and (2) they can always cheat.
Don’t you guys do the silly Google Docs thing? Even though there are so many awesome alternatives now, including desktop sharing? Still, Docs is not really purely verbal answers over the phone.
It's not easy to tell when they're legit writing vs cheating.

I ask the same question in both, but my bar is lower for phone.
The goal of a phone screen is to determine if we should bring the candidate onsite or not. And an 80% onsite fail rate is fine, so yes it is easier to pass a phone screen.
