On the rare chance that you knock it out of the park at FAANG and get upleveled from L3 to L4, would it be dumb to still negotiate for more L4 salary? Assume the L4 salary is mid-band and still a lot more than you would’ve got for L3. Or just take the uplevel and be happy with it?

If you've already been offered the job and what you're asking for isn't outrageous they aren't going to rescind the offer. If you ask for more money in a professional manner the worst that's going to happen is they say no and you get the original offer.

Definitely negotiate to be above average. Negotiate according to the band you’ve been assigned and not the one you think you should have been assigned.

Otherwise the company can use it as justification to keep your comp average over time and it can be kind of depressing going from super-high comp for YoE to just average comp for YoE.

Advantages like these are ones you want to maintain rather than throw away.
