I currently make 97000 in Austin and have been offered a job in Redmond for 115000 base (plus stocks and sign on). I have a Master's and one year of experience. The stocks and sign on make a big difference: 50k in stocks in the new job; no stocks in the current job. But I'm wondering if the difference in base pay makes up for the difference in cost of living? Is it worth moving out of Austin to go to Redmond?

97K in Austin is like 130K or 140K is Seattle. Negotiate on your base pay.
If you are not married then its OK. I live in Dallas and the job and tech scene in Dallas/Austin is bad (contrary to what many think). The jobs are just not at par with Seattle or Bay Area. If you don't have too much commitment right now (like children education and wife support) then go ahead and take it. You will learn the skills which will get you more pay later.
