I had two of my friends refer me a couple of months ago to positions there in Amsterdam. Just got contacted yesterday by a recruiter who set up a call for today 7.30 AM my time, so I stressed to her that it is 7.30 AM my time. I woke up and waited for her to call, she did not call until 8 AM. So I sent an email saying we should reschedule and that she has to be sure next time. 3 hours later and I have not even got a reply or an apology.
I just wait 5 minutes, after scheduled time. I understand some adhoc things may come up, so I give them more 2 chances, to correct. Otherwise, I consider those are not serious about their job and that company/team is not for me.

Booking recruiters seem to have more work and applicants that they can handle. Haven’t heard of similar cases before, but I’m not in recruitment anyway. I understand your stress and hope you can arrange another call.

Have you thought something rather serious must have happened so the recruiter is unable to get back to you? If you are counting the minutes for an apology, perhaps this is definitely not the company for you. I’m sure you’d be happier elsewhere.
We suck at this already for years, pissing off friends and others. It's not a single incident, this happens for a long time, and nobody gives a shit.
I am not expecting an apology per se, but out of common courtsey she should have even said they are not interested anymore.

Oh, God. I thought something much worse had happened. Like someone says above, you might be happy in another company if it produced so much stress. (And it's not about not being interested any longer. If they said you'd have an interview, they don't just ghost out like that.)
