I felt it was a great plan that included data, segmentation, and how I would take plan to market but they declined to move forward. Are they the type to do interviews just to steal ideas?

They're not counting on interview candidates to come up with something novel or useful for such a basic problem in the ride share industry.
It's like asking whether an engineering interviewer that asked you to implement a sorting algorithm is trying to steal your code.
The ideas tend to be similar to ones people have already had and/or tested over the last 8 years, so no one is expecting you to come up with something totally unique. So no one interviews with that goal or expectation.
