Here's a break down of a nice (not apartment quality) remodel for a house like yours in the Bay. I've done a few so I know what I'm talking about. - Average kitchen: 20k-30k material and labor excluding appliances. Main cost is the cabinet and countertops. If you move plumbing and gas lines and electrical etc... Easily another 5k+ and couple more weeks. - Flooring: vinyl flooring now look very nice, $5 per sqft material, another $3/sqft labor. This is the easiest thing to a contractor, but a good one will do much better prep work before laying the floor. Basically the subfloor need to be perfectly flat so it won't feel squishy when you walk on. - Paint: a small house should be around 3k for a total interior paint job. Always buy the premium paint regardless of brand. They look better longer. - Bathroom: $5k+ for labor only, the rest vary a lot, bathtub can go from $300 to $1500, vanity is anywhere from $500-$2k, nice Italian tiles is $8+ per sqft. Again go with the best material (I'm not saying fancy), you don't wanna live with faded/cracked tiles/tubs to save $300. - Don't skim on crown mouldings, door trims and baseboards, they enhance the look of the house. And they're pretty cheap compared to the rest. In fact I recommend replacing all doors, they're 200-300 each including labor, but they give your house that fabulous look. Don't buy hollow doors, buy solid core for soundproofing. The noise will get worse after removing carpeting. - Windows replacement: $500-$1k each depending on size and quality. Of course cost can quickly go up if you insist on the latest and greatest style and material. Going from Nice to Fabulous will cost you big time. My advice is don't just go for "new", balance it with quality and long term daily use/wear and tear. Another thing, always assume you'll find major issues behind the walls and be ready to spend couple thousands on unexpected repairs.

Right now you're realistically looking at $400+ per sq ft.. The 400 number assumes you're using Home Depot materials. Fancier stuff can get you close to $600. These prices have skyrocketed in the last 5 years due to economic strength and from the rebuilding due to the fires up north. Most skilled labor would rather work in Napa and Sonoma because those cities are closer to home for many workers.
Most likely not worth it at today’s rates. Take a cash out refi and purchase another, newer home. And rent out the current home.
Insanely expensive. Contractors have the upper hand. Be prepared to wait for months on end, and pay out your nose.

I'm pretty sure you can build a fresh 2000 sqft home for less than $600k, land excluded. Seems really high to be $300/sqft for remodel work.
$300 would be the bare minimum, like lowest tier for everything. Also, remodeling can be more expensive than a group up rebuild.
