Hello all, My wife and I are tired of the suburban life in northern Virginia and would like to move to an affordable city thats not too cold and most importantly has friendly, interesting, artistic, and open-minded people. Any recommendations?

Affordability is the only one missing, and even that you could do pretty ok on with a rent controlled place and a nice landlord
SoCal or anywhere on the west coast is probably not a good idea when they've lived on the east coast esp in Virginia for too long. There's a lot of cultural differences. Chicago or NJ would be good but they're too cold. Altanta, Raleigh can be considered too. Or if you are open to putting up the the cold where you are right now, then just shift to Arlington or DC or Rockville. They meet all your other criteria.
Arlington and DC aren't affordable anymore. Raleigh is a boring town IMO. If you're not smoking weed and listening to The Who or similar bands youre not part of the scene. Atlanta is pretty interesting... I know they have a nice park. As for the east west differences I actually lived in LA for three years and loved the city. There's something for everyone there. But can't afford a studio apartment there lol
Boulder or even LA fits the bill
Atlanta if you stay close in. 1/2 the price or VA, even intown neighborhoods with goods schools (Inman park, Candler Park, Lake Clair, Morningside or VA Highlands.

No it doesn’t. You just trade snow for rain in the winter which in many peoples view is much better.
