Facebook internship - anxious about “approvals”

So basically my recruiter contacted me that I passed my on-sites (even though my performance wasn’t so good) and asked me to schedule a call so that we could discuss next steps.
We set a time for our call, but then, 30 minutes before the call. She sends me an email saying that the call will need to be cancelled because she’s “waiting for some approvals”.
So now I’m very anxious that my verbal offer will be rescinded. Is this “approvals” thing common at Facebook or should I be worried about the sudden cancellation?
If anyone knows what these approvals are, I would really appreciate if someone explained it to me.

It could be that they want to get the comp package approved as that is a different department.
How did turn out?
Facebook TC: £4200/month + housing and other expenses (£2000/month). Also an internship.
It went through. Signed my offer yesterday.
