Got an offer at FB Singapore but I have to fly first to Menlo Park for boot camp and only after that I will fly to Singapore for work. Will I be eligible for business class or is the policy applicable only after joining FB? Also during my stay at Menlo Park for boot camp can I expense car rentals and gas? We used to do that during business trips when I was with Oracle. I appreciate I can ask these directly to my recruiter but I wanted to check here first.

Even if they don't normally pay for business class, you can still buy whatever they pay for and upgrade your flight using points, if you have enough to do that.

I'm pretty sure there will be a travel coordinator who you get handed off to by your recruiter once you've accepted. Would be really surprised it they didn't allow expensing a rental, although just using Uber or Lyft and expensing that might be cheaper and less hassle.
They offer business class but if you decline and insist on flying economy, they take this a sign of intense dedication to the company and promote you immediately.

From what I've heard, business class only for flights longer than 6 hours
My flight would be at least 20hours.
When I was there, it was 5000 miles (great circle distance between endpoints not actual flown miles which can be higher if connecting) notably NYC or BOS to LON or DUB didn't qualify. SIN-SFO (which has to have a connection or stop) should definitely qualify.
