They can ask unless prohibited by law. You also can deflect and state that offer letters are confidential and that you would need to ask the other company for their consent. Usually when told this they will back off
Realistically even if they ask I can’t give them proof since all my 4 offers are given to me verbally.

Most offers are verbal these days until you verbally accept it, then it will turn into a written one with a short period. This is to avoid competing offer. So it is ok to tell them it is verbal.
