I have an approved i140 with google in mtv.
My 6 year h1b expires sometime in 2022. I am moving to nyc so I am filing for an h1b amendment and will start the perm process again which will take a year or so.
So meanwhile can I get an H1B extension in NYC based on my approved i40in the bay area??

yes both are unrelated. I've done that. I even moved to NYC before my PERM completed. still retained the same priority date after I-140. PERM will restart here shortly.

Your PERM gets restarted when you change cities. before you change cities, you file for an H1B amendment, which causes your H1B expiry to get extended as well. I think that as long as you have an I-140 approved, you won't have any other issues w.r.t. changing cities.
