For commute car, which one would you prefer and why?
Whichever is cheaper
If you have a Volt you can also use it for longer distance trips. Nice to have the backup imho

Bmw i3. Get a used one. The tax incentives push down the prices drastically on used, and there almost no wear and tear. The battery pack management is better in the i3 and volt, but the i3 was specifically made as an ev.
I second this but don’t buy a 14-15 they have a lot of issues that got ironed out in later builds: I love mine and you can get a ton off in rebates and the federal tax credit.
What type of rebates are there? Does 2017 mode have any issues?
I thought I read that the volt was going away? That might sway my decision.

Get the volt: far more versatile. Plus I find Nissan in general can get cheap as fuck with car interiors. GM at least has some standards. Anyways I drive a volt and it is nice to know I never have to worry about range anxiety or finding a public charger (which can be hard). I just charge if it is convenient and use gas if not. The volt is a good car for right now until the electric infrastructure is fully built out.
What's the reliability of the Volt like? I have an old assumption that GM doesn't make reliable cars.
Extremely reliable. There's people who've had their volts for 400k + miles. Say what you will about GM in general, but the Volt is a marvel of engineering.
It depends on what you want as well. If you want better gas mileage, just get a hybrid or plug-in hybrid.
