In my experience the role involved a lot of babysitting managers, cross-functional project management, and dealing with resource issues and planning. A good chief of staff is a filter for the VP and takes on a large portion of the administrative aspects of coordinating and managing the VP’s functional area.
Best CoS I knew was a technical engineering IC then manager then PMO guy. Kept the development process for many different business lines running smoothly so VP of the division could focus on critical decision making and meeting with customers.
