How to obtain a reference letter that lists your skills etc. from Cisco on company letterhead? They seem to issue a dud VoE which only lists job responsibilities and doesn't talk about your skills that you acquired. Can manager issue it?
I'll give you my Oracle experience. I asked my previous Oracle manager to give a reference letter and he was willing for it, but didn't know how to get a letter head. So I asked an old colleague to do some leg work and get an letter head from an HR. Then you scan it and use some word magic.

The lawyer will draft one for you. Your old employer just need to print the voe on a letterhead, sign it, scan it and email it back.
In HRMS you can print a proof of employment letter.
There's Cisco letterhead in all mail rooms. If you are in a good relationship with your ex boss they might just grab a page from there and write what you need. Give them a draft so they won't have to spend much time on it.
