It was across the board to bring down head count
Cisco does this all the time though and even have what you might be able to call a "layoff program" -- they're pretty infamous for it. I would hardly call it news, maybe more of a heads up that it's that time of year? Good luck Cisco people! Never a fun time when the heads roll.

If we model the productivity as a normal distribution, 5% LR annually is beneficial to the company.
Unless performance is measured inaccurately, so you lay-off evenly across the distribution, and the rest of the top 10% see that layoffs happen to top people too so they leave because they can get more stable positions. Congrats, performance across the company is now worse and you still have 95% of your low performers 😂
Exactly what Amazon said, was at a previous employer that regularly laid off. Many including myself just got demotivated and left
