Is it reasonable to ask for offer first before giving references? I don’t want to bother my references unless I know I want to accept the offer

We check references before we extend the offer.
Yep, a few places make offers contingent on references, but most do their homework before making the offer.
I would not provide the references. I have done this in the past (given references before offer) only to have a low ball offer. It not only wasted my references‘ time but also my time prepping each one (had to give 4ppl). Just be open about your willingness to share, that you are excited about the opportunity, but want to make sure comp is something you guys can both work with, so not to waste everyone’s time.
Give the references. Most of the time its contingent on receiving the offer.
You should let the recruiter know that. You can give them contact details of the references but not the permission to reach out until you accept an offer. Usually, a third party will reach out to references and that won’t be initiated until a candidate has accepted the offer!
