Congratulatory mail from new team?

It is customary at MathWorks (at least my team) to send congratulatory mail to someone who lands a job. Now I have got a job in an XYZ company, but apart from HR congratulating and reading me the offer, which I did accept, I didn't get any response even from the hiring manager after the offer was accepted.
Is this a normal behaviour at other companies or managers/new peers do send out congratulatory email?
