Deloitte Onsite rounds cleared

All, I have attended 3 onsite rounds for Deloitte Consulting in New York and HR informed me that she received positive feedback. Again they scheduled a phone call with a senior manager and I just had a 15minutes call. The next day, HR came back and told me that the team is moving forward with other applicants. However, she stated that I am definitely the best fit for Deloitte and she will forward my resume to other teams internally. I responded to her to share my resume and on top of it, I also asked her to provide some clear feedback around how a 15minutes call made the interviewer that I’m not the right person. After an hour she came back to me saying she cannot share the resume with other teams as Deloitte stopped sponsorships effectively this week. I’m kind of confused why Deloitte stopped H1B sponsorships? Please advise if that is true or the HR was simply don't want to share my resume with any other teams
