I told my manager that I am resigning. He told me to give resignation few days after and not to send an email. Next day, he put me on dev plan, told me that I am on Dev plan and asked me to give resignation. When I gave my resignation, he told me I will never be eligible to be hired at Amazon again. Is that true?
You Manager is an asshole and you are not too smart either. You don’t tell your manager you are resigning , you send a resignation email ! So that there is a paper trail

Confirm with HR that he is indeed right that your doors are closed for Amazon. If yes, escalate to HR and to your skip level. At least let his manager know he is an asshole, don’t take it lying quiet. If I am a Senior Manager and my report does this, I will go ballistic
Completely agree. If you are quiet, his narrative and being jerk will not be known. If you are quiet no one will have data points.
If I were in their shoes I would leave no stone unturned to defame them, because at this point there is literally nothing to lose since they would not be hired again at Amazon anyway. So might as well take this opportunity to make life as hard as possible for the "manager".
How do they train their managers?
I'd finish burning the bridge then... I'd email your skip manager about the situation saying this kind of unprofessional behavior is what gives Amazon a bad rep. I'd cc your manager.

The issue is my skip is a bigger jerk that my manager. Even if I raise the concern to my skip, it won’t help. I am not sure what to do. I don’t have access to email to send to HR

You should have spoken to HR on why you were put on Dev Plan. This has nothing to do with your performance so why were you put on that plan? Secondly, did you not have an exit interview with HR?

That sucks! Just send an email to HR in a polite way about your experience. Let them know how you felt, ask them politely on why you were put on Dev Plan and how is that going to impact your rehire. Let them know that you left on a good note and would like to maintain a healthy relation. Your ex-boss may not even exist in that company if and when you think of going back
