Yes. I read the resume first and if it seems not completely garbage then I read the cover letter. And what the dumb websites say is true - if I could only have time to phone screen 5 people for a position and had 8 equivalent resumes, I’d sort the ones that had good cover letters to the top.

I think the space for cover letter can be utilized to capture the recruiter/HM attention - maybe just a couple of unique/interesting (and relevant to the job) things about you that will make your application stand out from the rest.
