They are risk averse and let problems fester, push all the real work into the managers while binding their hands with policies they created, the teams bleed the best people in the process, and after all that you still might have to call in the lawyers to clean up the mess anyway.

HR works for the company, despite being called “Human Resources.” People think HR is there for them, so they feel “betrayed” when they learn the hard way that this is not the case.
