I recently moved to Google. My transfer was approved but my wife’s H4 extension is still pending. Recently I got a letter from USCIS for biometrics but she wasn’t able to make it. Her H4 status is valid until 2021 and she plans to travel to India this December. So can/should she avoid the biometrics and get a new H4 visa in India directly ?

Biometrics is required now for h4. It's a new thing by USCIS
Yeah it’s required if you want to extend your H4 status while being in the US But if you are going out of the US you need to get the finger prints/photo done in order to get a visa . So should you still do biometrics with uscis when you know you going to get a visa soon ?
There are 2 things here 1. Your wife's H4 visa approval for new company 2. Getting your visa stamped Getting biometrics pertains to (1) so you cannot say that you are going to India so you can skip and directly go for stamping / fingerprinting. I guess when you applied for H4 transfer you would have statedd that ur wife is in the USA and hence they asked u to appear for biometrics here
