Does your current location affect future job opportunities?

I'm planning to start my new job in Austin, TX as a Design Engineer, but I also have another offer for a job based in San Diego, CA.
Will my chances of getting job opportunities in the future depend on my current location ( especially for the future opportunities that'd be located in California) ?
I personally feel that at some point in time I might plan to move to the west coast and if that is the case, will my current location reduce the chances of getting opportunities from the west coast (for computer/electrical engineering roles)?

Now, I’m predicting an employee base that doesn’t want to work in CA or Seattle. We’re seeing more people go to Denver, Austin, Seattle or Chicago.
I also wouldn’t worry about it. If the right job comes, you can get an offer from anywhere these days.
Both the teams are IP Teams and are working on a good project.
The team in SD is paying me $45k worth of stocks vested over 3 years whereas the team in Austin hasn't given me any stocks.
The base pay after tax deduction is the same in Austin and SD.
I'm still confused about my final choice.
