What exactly does Google’s HC approval for 1 year mean?
I had my on-site with Google last year and I receieved my HC approval in July 2019.
I was finally able to find a team where we were mutually fit and I signed my offer on 17th March. I submitted my documents for H1B to BAL on 20th March and on the exact same day, the Premium Processing got suspended.
Now, when we say that the HC approval is valid for 1 year. What exactly does that mean?
1. We need to be team matched within 1 year?
2. We need to sign the offer letter within 1 year?
3. We need to join G within 1 year?
The reason for my concern, obviously, stems from the fact that assuming BAL applies for my H1B (under regular processing) by April end, there is a high probability that I might not be able to join Google before July 11th 2020 (1 year from HC approval).

Also, at this time, you can even negotiate an offer with higher TC than 1 year ago. I’ve seen someone do that since they gain 1 more year of experience.
So, as long as my team at G is ready to wait for this much time, I should be good since I have already team matched and accepted the offer. Right?
I don’t think I can negotiate again because my numbers were negotiated and finalized just last week.
