So on the Job Description for an Intel listing, it says "Compensation Grade: 009"; Does this mean if hired you'd be Grade 9 at Intel? or does this Compensation Grade system work differently?

Yes, when they say compensation grade that means the same as job grade.

But, no, that doesn't mean you will automatically be hired at that grade. Managers can hire 1 grade higher or lower than what is posted. If you are trying to get a promo with the new role, your current manager, new manager and HR will all need to agree and sign off.

Pokeablind is right. I was offered grade9 position after HM’s VP approval. I had asked not to contact my current manager until the offer is finalized, so my current manager was not consulted for promotion hire from g8 to g9.

That's great. I'm glad it worked for you, but it's not the norm. There are always exceptions. We shouldn't be setting expectations based on unique cases.

I don't agree with any of the responses above. The grade you looked at is only a ballpark for the role they're looking to fill. Ultimately, if the boss feels like he wants you on the team, he'll let the HR know and they might have to create a new opening just for you, based on your yoe, if you're over or under the experience pertaining to the official listing.

Not sure about the legitimacy aspect here, but almost all the companies that are top or mid-tier, do this. I'm pretty sure they have their way around it, else this wouldn't be a thing at all. I have experiences with this and there was no effort to avoid it.

Intel tracks this as a metric. I think the target is to have at least 90% of positions filled through the formal req process, not this side step system. So, there certainly are a large number of jobs that filled this way even if we just count the 10%. Plus, you can always game the system by posting the req and then only ever really considering the candidate you want to hire.

    +-1 grade ... rarely I’ve seen it go +1. Almost always -1

My understanding is that the final grade can be +-1 based on interview.
