You need ~ 2+ SEEs for a promo and ratings distribution is relative and quite controlled ( less than 35% get SEE+ in any org)
Luck :
When you are joining at L3/4, you might be talking with 3-5 teams max, no way to ensure you'll get high impact/visibility work as managers are experts in selling their teams.
After joining at L3/4 , you'll have atleast 5-10 similar people under your manager, why will they give you all good projects to a new comer ?
Google also publishes time to promotion across levels / orgs internally and ~1 yr promos are extremely rare or for already downlevelled people
Median time to promo for L3->4 is 2 yrs and L4-> L5 is 2.5 yrs
