  This. Retooling and setup time is one of the most expensive operations to account for in production planning. It’s also greatly influenced by current setup -i e the delta you need to cover to retool, this every line is different from in terms of that time. If a need is temporary it may be cheaper in terms of time to make minimal changes and keep a less efficient assembly line.
  There are a ton of very specific algorithms around designed for these kinds of problems that take this into account.
