Is there a designation like “engineering leader” in companies like Apple, Tesla? I see linkedin profile with that title but couldnt make out if they are just TL, first like manager or VP. Any pointers?

Principal engineer doesn't mean much because it could mean different things in different companies. There is also Senior Staff SWE and Distinguished Engineer and many other titles.

I think it's similar to 'Head of Business Development'' title used in FANG LinkedIn profiles. In engineering, it's a level higher than Manager but below a Director.
