Your TOEFL scores won't match your SOP level and that's gonna be a reject.
I know 2 excellent writers - they are not cheap but happy to help. One has a BS in computer science and is a freelancer looking to gain a network as he is a RCG (recent college grad.) He is from a humble family and grew up poor and is bootstrapping himself.
SOP is your statement of purpose and not others. You can never be yourself if you consult others for writing it. My advise would be to make a first serious draft(means you might have written many initial draft and refined based on your own standards) and then go to British council( one organization that help only for reviewing) in your country and get it reviewed. I know many consultancies in my country who runs this business. I hate them. You want to do a PhD and you don't think yourself capable enough of your English language. Dear, you have to write research paper there? Where you gonna find a writer then? Think about it.
That's what the universities tell you about how SOP cannot be written by someone else. You can always explain your thoughts and have someone else write it. Many of the best selling biographies are written by ghost writer
I think your fundamentals aren't so clear. There is difference between writing a biography and SOP. Hope you make that clear 1st before suggesting anyone anything. A University is trying to access your ability of writing, what you think, can you Express well on paper and what all qualities you bring to the table. It's a complete package which you put in there. If you tell your thoughts to anyone, obviously whatever he gonna write will have some of his thoughts. So, that's no longer your ideas, it's his now. Moreover, for a second if we assume you are correct, dude it takes years for writing a niche biography of a notable person, numerous conversations with his relatives, colleagues etc. How you can even compare this to that? the consultancy guy will do max 2 to 3 situps and then here you have your sop. Wtf? Complete Garbage. Think before writing something. And what you think, selection committee in those ivy colleges have people like you. Haha. Then for sure your advise will work. Best of luck.

SOP = statement of Purpose: if you identify your true purpose then the content will flow. The mechanics of writing are a secondary matter when content is king.
