Google and Facebook set the rules that employees only get one shot, and that indirect answers like "I'm busy" or "I can't that night" also count as a no.

I think it makes sense tbh.
Talk to other adults (men and women) as adults.
If you are interested in dating someone and they are interested in dating you, you will both look for opportunities to date.
But if one person is interested and the other isn't interested, only one will look for opportunities to get together. The other person won't.
And if you keep pursuing the other person without receiving any "interest signals" it could be perceived as creepy.
People will tell you if they're interested or not.
