trying to negotiate atleast $20K stocks, wondering if they will revert the offer when negotiating way over whats offered because it was a hiring event?
Possible, the HM doesn't seem to have a lot budget here if they are offering you only 9k per 4 years. Typically industry hire for L61 can get 35-50k. Some with competing offer might get 75-120k. If you accept this offer, you absolutely must be at peace with the fact that Microsoft values new grad more than industry hires. Your L59s colleagues with 0 yoe will have 75-150k of stock and 25-75k signing. If you can't be at peace with this, it will likely eat you alive from the inside over time. If you can, then great... Your new TC is still higher than your current tc. Put Microsoft on your resume and use it to jump ship in a few years.

You should look up new grad (59) offers for Microsoft at Redmond. I looked through a few, and it looks like you're barely making just a little bit more than half of them.
Different market. Microsoft vastly overinflate new grad comp to compete against FANG for the talent pool. Many will leave to go to FANG before 3.5 years. This offer is what Microsoft actually intend to pay L61s if FANG didn't exist.
Can negotiate bonus and/or stocks. How was your I terview performance, and if you dont mind, what were the things asked during interviews.
Base is actually over median , not sure how you got it. Stocks can go upto 20k , if you negotiate hard
