L6 SDM at Amazon.
YOE 15 years. Last 7 years at Amazon. L7 is minimum two years away.
TC: 1.05 crores. Base is 65 lakh. With stock appreciation the current TC looks like 1.2cr

Got a L6 EM offer with Google Bangalore. 70 base, 20% perf bonus, 270K usd stocks vesting in 4 years. Translates to 1.3cr TC.

Currently I don't have any competing offer. Talking to Microsoft and Uber. There is no guarantee that I would get them. Google is pushing to sign the offer ASAP.

My questions are:
1) I feel like I'm lowballed. But the recruiter is insisting that this is the best that she could do without a competing offer. Is this true?
2) will Google entertain offer revision based on competing offer after I sign the current offer?
3) how are the comp revisions at Google? Does the comp get adjusted to the right level in the band based on individual's performace?

I am not sure how refreshers work at amazon. But if amazon does not give refreshers, I feel google will be the right path for you in terms of TC. You will eventually add more stocks to your TC every year and make more in the long term. Ofcors G stock is something you should consider. G stock has been stable for long time now whereas Amazon is skyrocketing and breaking records every few months. If you happen to join G, do it before 31 dec so that you are eligible to get refreshers in 2022.

Almost equivalent to my L7 PM offer, you have higher stocks.
    So I'd say it's a decent offer.

OP, if you feel you're being lowballed, wait it out. Tell the recruiter you are discussing with other companies and will get back. I doubt they will mind waiting since they would have invested so much in trying to get you there, especially at that level. The hurry would mostly be to get you onboard for less. No point reneging later and burning bridges.
