Great, India gets to stop the brain-drain. Prospective international students will go study elsewhere. IT outsourcing industry will hire US citizens for client-facing work and go about its business as usual. US tech and medicine will face talent shortages and increase anti-Trump lobbying. I can’t see how this is a “threat” to India
Brain drain will never stop. People will find some other destinations. India is 12 times more densely populated than the US, and Mixed economy favors everyone in the food chain. The chaos is untreatable.
I think brain drain will slow down a lot. Canada, Australia, and EU do not pay as much as US. A lot of my Indian friends would rather go back to India than move to those places. If startup boom continues, the salaries* are going to keep pushing higher Edit: referring to Bangalore startup scene ofcourse

GC per country cap already there. H-1B visa per country cap in discussion. If current ruler & his administration lived for another 4 year term, there will be L visa caps too. Illiegal immigrants are more important than well schooled legal immigrants. Legal family member's immigration were labelled as chain migration. None of this benefits US economy sitting on top of 350 million population while a significant portion of revenue is generated by tax paying legal immigrants. Corporations should work on creating second HQ & stock trading in other countries. So much monopoly by one single superpower country.
Students would stop coming to USA for masters. Long term it will benefit India and to some extent other developed countries

I highly doubt this can be done with an executive order. And Congress is too gridlocked to act.
