Expecting google offer but not willing to relocate

A “friend” is expecting a google offer for a network engineer role in Denver, but doesn’t want to relocate from Seattle. He initially did agree for the move but due to personal reasons can’t anymore. Would this impact his hiring chances for future roles in Google if he informs the recruiter now of not moving ? Per recruiter he received awesome feedback during phone screens/onsite and even had an informal chat with hiring manager. Thoughts how this should be handled?

    I also think it’s the best to let them know. Google wants to hire good people and if timing doesn’t add up it won’t impact their interest in the future.
