FB Core plus relocation taxable?

Hey guys, I'm little confused about the Core plus relocation benefit for FB. I was told by the altair person that if you cash out the core plus money, the cashed out amount is taxable. But if you use the actual core plus relocation services, the amount that you spent on those services from your core plus budget ISN'T taxable. However, when I looked on the internal website, it appears it is taxable, so now I am confused.

Is it taxable or not?

If it is taxable, then what is the point of using the core plus services instead of just cashing out and making arrangements yourself?

    I believe almost all relocation expenses are taxable. The only difference is some employers will gross up the value to offset tax when they’re paying you a cash option, but when they’re paying 3rd party services they will remit taxes to IRS/state directly on your behalf. Either way they’re taxed.
