Well there is one thing you need to clarify here is that the microsoft program manage role is actually a product manager role and the fb program manager role is actual program management. What are you more passionate about? Process or product?

Definitely go with Microsoft. Program manager at fb is not the same as Product Manager. Try to get Product Manager role at fb later.
In msft PM org is bloated, and there's hardly opportunity to make real impact. Frankly speaking we don't have enough in our plates which causes lot of politics and contention. Manager s snatch the better piece of the pie and force junior folks to do project management. I'd suggest go with fb, learn and earn some.
