Why has Massachusetts fallen so far behind the Bay Area in terms of IPOs, hosting HQ for leading companies etc?

Is it simply that we allow non compete agreements? Is it that Massachusetts somehow or other allows fewer immigrants from Asia? Is it that the culture is parochial and old fashioned?
Massachusetts had a huge tech boom in the 1980s with Digital and a host of others. All that talent and investment is languishing as EMC remains mostly a hardware company, old stalwarts have declined or been gobbled up and spit out, and so much software talent leaves for the bay.
Of course, MA does have a lot of life sciences IPOs and activity. As well as defense. But why did Massachusetts miss the train on internet, cloud, digital?
