Hello, I received an offer from Facebook, but it is an IC4 level. I’m currently an IC4 at Apple, which would be a down level and a pretty big pay cut for me if I were to join. Would it still be worth it to accept the offer? What is the promotion process like, would it be possible to be promoted quickly?

Yeah, the question is what is so attractive in FB that you consider taking a pay cut. I believe FB is not the only option on the table if you want to switch company so I'm curious what is your expectation re FB?
Perks, convenience, pay (refreshers), resume branding. All of it is better than Apple. Brighter future as well as the core business isn't dependent on an aging phone dependent on the whims of the president. We don't have a secret culture where badges only work for your building and we don't sue the shit out of leakers either like Apple does either. In short, we trust and treat our employees better.

Does Facebook have something like terminal levels and is E5 one of them ? (Microsoft has 63-64 onwards as terminal levels).
Yes, E5 is terminal. Which means you can stay as E5 as long as you want and you won't really ever get fired unless you do something bad.
Facebook is facing a lot of turmoil, I would suggest staying at Apple, as it's currently the more stable option
OP you got an offer to work for a same tier company, with lower pay, stock that's plummeting, bad WLB and problems all around. What is the question again ?

Nobody can guarantee promotion speed. If somebody promise that you'll be promoted fast, they lie.
