what's the criteria upon which people get promotions at FB? For instance at Google it's based on Impact, Difficulty, and leadership.
I’m a data scientist in the analytics org so I’m an outsider, but for eng promotions appear to be a combination of 3 things also, in order of importance: 1) team product impact (bread and butter), 2) breadth of impact (aka scope), and 3) org contributions and communication skills

Promotions depend on whether or not you're meeting the expectations at the next level for an extended period of time. Performance ratings are based on 4 axes - impact, engineering excellence, people, and direction.
What is extended period of time? For e3,e4 levels what would be a good time to move to next level?
For E3 to E4, sustained performance at the next level for a half is more than enough to get the promotion. E4 to E5, generally 2 halves of next level performance.
