Does HR write fake Glassdoor reviews? Always see a lot of one sentence five star reviews come in after a well thought out negative review. What's going on here?

My old company had a number of true & negative comments removed from Glassdoor after submitting complaints... and had a brainwashed culture committee that encouraged associates to write positive reviews to offset the bad ones. I called out a few Glassdoor folks about this at a conference a few years ago... and they just shrugged their shoulders and laughed it off. :/
HR themselves may not write the reviews, but they may encourage employees to write positive ones, especially newer/lower level ones. You might see this after some negative reviews come out. The key is to look at the division the person writing the bad reviews comes from. Sometimes it’s a bad manager or Director in one division, product line, or business unit (ex: Marketing) that causes problems and the other units are in much better shape (ex: Engineering).
Pretty much this^^ I worked for a startup, and many people left/were fired at some point. Some of them left pretty negative feedback. One feedback got deleted because someone from the company complained "it was against their privacy policies", the rest stayed, but soon new reviews showed up, all bright and shiny. Guys, who still worked there said told me that our CEO was directly asking everyone to leave a positive feedback, so that their business goes well.
