How do one provide feedback to a manager who is extremely biased to a certain direct..She overlooks bad behavior as if it’s no big deal about this employee.. on a contrary makes a haystack of a needle with others.. It is frustrating to watch her constantly showing affection, constantly praising this employee over simple tasks.. please refrain from judging my viewpoint as jealousy, because it is not.. I’m concerned that this so prevalent in Microsoft and don’t want to waste my time reporting to a manager who is so unconsciously biased.. Depends on how you are at conveying concerns without making them think you are complaining. It's really hard, at least in my experience. Also, how are your performance ratings? Do you always get ratings that you are going above expectations?
Understand why your boss really likes this employee and try to bring those behaviors to the table. It’s called managing up. No matter which team you go to, managers always will have favorites. The reason these favorites exist is because these favorites know the art of managing up.
Should I really invest time on pleasing the manager.. shouldn’t managers work on gaining new perspective and be mindful of unconscious bias.
You don’t need to please the manager. The manager is also trying to provide value to his or her boss. The favorites help the manager look good to their manager with the work they deliver. There is no unconscious bias here. Try to see how you can make your manager’s job easy and make them look good to upper management and you will be the new favorite. That’s how the world works, it’s called managing up.

By constantly appreciating mediocre work! Always in favor and praising every suggestion ( most of the time it is the most obvious statement made)..like I said earlier it’s cringeworthy to see tiny things that has no value been appreciated...

We usually have 6-month or 1 year feedback about manager and management. This is probably a place you can voice your opinion. But I am not sure how anonymous they are. Judging by your question you don't think they are anonymous at MS.
Get out - do so quietly - do so with bare minimum of transition. This will leave a message and will benefit you greatly - even more if it is an external move since you are probably going to uplevel or increase TC.
