Yes.. there are folks who do masters from US universities and don't get a fte offer anywhere else. So they end up an ICC. Also, icc has "multinational managers" who clog eb1. Having an accurate number of such folks be would be helpful - but I'm yet to find such a statistic.

No S386. Canada like merit based point system is the way to go. Why first come first serve or country should matter for EMPLOYMENT based immigration. EB are not for diversity, it is for skilled worker immigration & how relavant your skills are right now to the US employers & economy. Degree? Salary? Have a full-time? You get the points!

EB1 should be reserved for PhDs/Scientists, as I think it used to be. Case specific, CxOs. This should be the scope of EB1. Anyone who cannot include them in these 2 categories should be EB2/3.
Something I dont understand. Indua gets 20% of EB GC with spilovers. If now the queue moves 1 day per month, and having even 100% will move it 5 days per month, how it will help?
It won’t. 230K people per year can not all have GCs when the cap is 140K per year, regardless if S386 passes or not. Kicking excess people out is the only way to do it without increasing the cap. It’s all consultants. They don’t want merit system because they will have the lowest scores. They don’t want status quo either. S386 is their last chance to grab that gc and run, they don’t care if it does not solve anything.

I have said this many times on this forum. You guys need to dump IV and its agenda and start a lobby just for Bay area/Seattle techies. IV is a whole bunch of EB3s whose only goal is to get GCs for their low-skilled organizers. They will keep screwing you by lumping all Indians into one group. That bill has not passed in 14 years and in those 14 years, the proportion of ICCs in EB1/2 has only increased dramatically. There are only 2 ways you guys can get GCs: 1. Visa numbers increase. Personally I support this. 60k visas wasted on DV and another 65,000 given to siblings of US citizens without any qualifications makes no sense. Better those numbers get utilized for EB. 2. EB system gets revamped and programmer analysts, QA testers and WITCH EB1Cs are taken out of the queue.

Green cards are called immigrant visas.
