Have friend who received 215k base 95 yr 1 and 75k sign on and 375 rsu. I saw offer letter Seems good but much more than what others are quoting for l6.5. What am I missing to negotiate?

Extremely unlikely. Your friend probably doctored the offer letter to brag. Finance folks get paid as much as or lower than program managers, who themselves are near the bottom.
What about Amazon Product Managers? Are they paid at the same level as Program Managers or at a different level?

What location? For Seattle HQ base salary is capped at 160K for all roles and levels. Doesn't seem credible. And there is no way he/she got 375 RSUs. That would be 600-700K USD worth of RSUs.
