No, never buy earthquake insurance it is a joke/scam. If you buy it however because you think you will survive and earthquake but your house won't and it will somehow payout please dm me for a great deal on alien invasion insurance.
Not quite the same but I carry flood insurance even though I don't live in a flood plain. It's cheap to carry and flooding is not. 3 houses in my neighborhood (1% of total) flooded last year during hurricane season. That's enough for me to pick up the policy.
Once the water hits the ground your homeowners policy doesn't help you.
Roof is damaged in a storm and it rains in the house? Golden.
Pipe bursts and your kitchen is flooded? They got you.
Neighbor puts in a retaining wall that changes drainage patterns causing the 12 inches of rain that fall over 5 hours during a hurricane to pool in your yard and eventually enter your house destroying everything on the first floor? You're on your own, buddy.
Our homes are built on 4" slabs. Our soil is clay. It doesn't take much rain for there to be a real risk of water damage despite not being in a federal flood zone or flood plain.
Rule of thumb: your homeowners policy only protects you from falling water, not rising water
