Cummins is generally paying low. And Columbus city has no other companies. You’ll end up finding your wife working at Cummins as well.

I think you did good. SG23 is where new non-Ph.D. grads start at. They likely considered your 6 yrs prior to MS and gave you SG24. Sign on bonus can be 5k-10k. You can also take the lumpsum on the relocation package if you need more sign-on money and can manage your own move. Can you help me understand how you reached $123K? $92K + 8% target bonus is ~100K. The offer letter usually includes random stuff like insurance and 401k match, iirc. Most companies don't include that as part of their stated TC.
123k is including that random stuff. It’s effectively 100k
Just to give you an estimate, you can easily manage single person living in Columbus under $2000 per month (new apartments, 30% a week eating out, car expenses, a few trips a year). That's nearly 65% savings on your post-tax income.

$92k is for sure low for SG24. Are you saying $123 including relocation or variable comp? Also, don’t go by the amount of variable comp they show on offer letter, it’s the max.

Cummins has a well established pattern of behavior of cyclical over-hiring followed by mass layoffs (see thelayoff.com and a contemporaneous post here about 2019 which mentions the 2015 round, which was even deeper). What's your plan in 2-3 years when you find yourself unemployed in Columbus?

I think you can ask for it. They don’t do much but you should be able to get 3-5k. You’ll get a good amount for relocation though, based on where you’re relocating from.
