Nobody should live on the street. Immigrants should not live on the streets either, but the difference is that an immigrant chooses where they live and a native person doesn't. An immigrant or transplant chooses to move to a place even though their community is not there. While a native doesn't choose and they can't just move their entire family, friends and network.
