Excluding the usual direct industry networking and focusing on the usefullness of LinkedIn .... is it still the best way to get noticed by top tier recruiters who control the path to the best posts in tech ? Or does it just open you up to an ocean of low level sharks ?

Yes that’s the best place. I was a Recruiting Manager at MSFT previously and as a company they made 50% of their hires via LinkedIn. (this was before the acquisition)

Knowing the popular and in demand technologies and having them on your LinkedIn always helps. I get tons of messages because of this I believe. And I’m not saying add random things to your profile you should actually know the things you list there.
