How do you handle a coworker who never works?

One of my coworker is notorious for not working. I understand that he is more experienced (in his 40s) and has not been given the kinda promotions that he likes. He still holds title similar to me as an engineer. He doesn't like the fact that company leadership is bringing in managers/directors younger than him. Partly company also is not good at rewarding employees with proper incentives.

But promotions never will happen when one rarely codes or never produces results. Atleast, one should feel guilty enough to work for the salary that they are paid at the moment.

Best of all, he watches Youtube/movies secretly in the office all the time. He pretends that he's working and throws shit work at me asking me to fix random aesthetic features invented over gut feeling just so he can continue watching movies. How would you navigate such weird scenarios?

I personally don't like throwing someone under the bus and never will. I gave respect for this person just coz he's elder than me. But he keeps feeding on my work and thriving on it by doing nothing. I am just amazed by the extent to which someone creates distractions just so they can watch damn movies at work 🙈
