It's been 7 weeks at-least since my on-site interview and they said feedback is all good and they want to make an offer but HR has not allocated budget because it's approaching year-end and they are trying to work around it. They work with consultants to manage interviews and everytime I ask them or they abruptly call me and say a decision will be made by next week. This cycle has been happening for 6weeks now without an outcome. So frustrating that they haven't given me a closure. Not that I am very intent to work for them but even if I put it out of my mind these consultants would call about how it's an amazing company with great bonus structure and this is something unfortunate which will be sorted out within in a week.
These guys definitely need to learn about accountability.

Perhaps they have already made up the mind to hire you, just because of the end of year freezes, the offer is delayed. Ask to speak to your hiring manager who will give you a straight answer. If you can’t directly connect, just connect with him/her through LinkedIn and express your concern.
Anyway OP, go with another option. Don’t obsess. It’s not personal.
